Hi hello. I would like to know if there is any way to move the bottom panel to the top??

If you are using the default antiX window manager, iceWM, you can achieve top placement (overrides details specified within individual themes)
by editing the file ~/.icewm/preferences and adding a line stating:
TaskBarAtTop = 0
